Elections were held in the Federal Republic of Yugoslavia to the Council of Citizens on May 31, 1992. The elections were boycotted by the opposition. Independent Milan Panić became federal prime minister. Panić and federal president Dobrica Ćosić agreed to call new elections in December of 1992.
